There is no excuse for modern reinforced concrete building to collapse like that in a region known for earthquakes. The building may not be safe to live anymore after the earthquake due to irreparable structural fails. Anyway, people must stay alive in spite of all the damage.

I guess you mean this case, build in the 2010s. Stuff like this needs to be shown at every engineering and architectural school.

I was in Armenia beginning of the nineties and was taken to see what was left of Spitak after the earthquake in 1988.
..except for rubble not much, there was so much devastation that the town had simply been left as it was. I went back in 1999, 2006 and 2010.
A few houses had been rebuilt, but it wasnt a town anymore.
