Clearly you have no clue as to what is going on in some banks in Switzerland then. That doesn't surprise me though. Many don't know.

You'd be surprised. You can't move on this forum for people who either work in banking or in close partnership with them. Seems to be a quirk of being an expat in Switzerland.

If you do work in banking or finance, you would know that compliance and regulations is the tightest it has ever been (to the point of us tearing our hair out) and, whereas you might find a scrap of a loophole here or there if you are busting 20 million, you can forget it if you are some two-bit current account holder.

Unless, of course you are purposely "misrepresenting" your information to avoid "ridiculous charges", then everything is most definitely possible.

Berner Kantonalbank charges 20/month on top of the 30/year that the cheapest account costs (Maestro card costs 30/year on top of that).

Yes. Why would there be a topup charge for residents? Or are you wondering if you can open an account as non-resident, or are only allowed to keep your account upon leaving the country? TBH I'm not sure - I'm pretty sure I opened an online account with them while still living in Germany, but that was 2010 and they discontinued their money-net.ch online-only accounts recently.
