Did you move cantons, have a new plate, changed registered holder, or put it on hold?
Can only speak about canton ZH: Blocked it more than a decade ago. Plate was on hold for a certain time. It is still blocked and even the other, additional plate I have is also blocked without any further request.

Though a lot of people are no longer in the book. Young people or those who arrived in the last ten to fifteen years (and that's a heck of a lot of people) are much more likely either to have only a mobile (and no home phone) or not be in the book, or both.
Mobiles are more often than not, simply not published, particularly employee work mobiles.
Telephone directories used to be twice or three times the thickness they are now.
