Did anyone have experience in buying a plot or a building from the Gemeinde directly ? If so, is price negotiable with the Gemeinde like anyother private vendor ?
It depends on the market conditions - if there are several people interested they will get the price they are asking for. If there is little interest in the property and they need to dispose of it, which is usually not the case, they might consider offers.
The decision process is usually longer because more people have to sign off on it and if there is opposition to the disposal, I would not go near it because the same people will go out of their way to object to anything you do with it.
Your Gemeinde may already have long-term plans for that plot. Or may be leasing it to a third party.
It may also depend on what you intend to do with the plot.

How did you find out who owns the plot?
Reason for asking is there's an empty plot of lan right next to my house and i'd like to expose buying it to create space for a swimming pool.
Ask your Gemeinde.

Sure, I guess Switzerland is not a place for shopping attitude, one has to find the network path to find out something, and comply with the taboo expectations how to make a proper offer. Sadly no simple search and click-buy if you like it and can afford it.
At least here in Rüebliland, the Betreibungsamt has several property actions per year for properties of people that went bankrupt. I've seen some ads in the gemeinde of these properties.

It does not happen often in our area, but it definitely is made public, although in most cases nobody is interested.
I've bought several plots from the Commune, and even sold one to them. Like any Real Estate purchase or sale) you can always negotiate and come to an agreement. The procedures to purchase are also the same regarding the use of a Notary etc.
