I think this is more about principle than cost. Regrettably, it is often that concerns are ‘managed’ by cost/vs/benefit argument.
As examples from my side, when I moved here, i was taught (sometimes painfully:) that >

if there is (paid) parking available in your house, then use it, rather than get a year long blue card (which is often cheaper). Leave the blue parking for those that do not have parking in their houses, for guests visiting neighbours in the area, visitors that need short term (2hr) parking for whatever reason…

respect the community. do not leave your throw away junk at the glass/and/plastic collection bins for ‘someone’ to take away. At least have the decency to stick paid stickers on them, if you do.

It used to be that ‘Community Helvetica’ applied at levels, where consideration was extended respectfully. This also included tolerance of locals. Personally, this is something I had to get my head around and it took a while.

per my experience, I once bought a laptop power adapter from Galaxus. It died within the warranty period, and I was travelling. When I told them that I had to buy one and will not returning to Ch for a while for the swap they offered me (including shipping to where I was), Galaxus prompty refunded the cost and asked if I would consider my future business with them.
Why would I want to take advantage of such business service???
Swiss system is about honesty and self/responsibility. Swiss system is about the safety net that is there when needed and is not proofed against taking advantage of.
At the same time, I’m well aware of all rules and pedanticness of switzerland.
Why can’t OP expect the other residents (germans or otherwise) not use their own, cover their costs, ignore considerations for the rest of those in the building? not cause a concern for the rest in the buildings? Why do these residents have to create an issue that causes so much concern? headache? perhaps even expensive solutions? Why cant they just get along, look after their own and hence stand proudly?

We use the communal drying room every one in a while. Duvets, a multilayered jacket, or sometimes the running shoes were literally immersed in mud need some special drying. Never stopped to think before using the drying room.
I guess my neighbors living on the 4th floor use more electricity because the elevator has to go higher than us in the 2nd floor… I would be curious to learn how many kWh neighbors use depending on the floor they inhabit (for science). This may be the proof that people in Switzerland cares about details but not crazy enough to argue about the elevator or garage door power consumption.
Taken advantage of?? The common laundry is there to use. So why not use it? If anybody is taking advantage of you then its the owner/manager.
It’s quite common for communal garages to have a car washing facility. At least around here.
Maybe you are thinking of something akin to a commercial wash, which is not what this is.
Our car washing facility is simply a bay with power hose/brush thingies and appropriate cleaning products, where run-off water collects in whatever way mandated so that it doesn’t go into the ground water. Uses a few Rappen worth of electricity and water, and I suppose some small fraction of the Abwassergebuhr, per wash. As above, added cost to each owner is negligible. It’s a nice ammenity to have, we all benefit.
Every living situation with some form of communal use or ownership requires a bit of give and take. Sometimes your neighbor ends up a few Rappen ahead, sometimes you do. It mostly evens out.
The nitpicker in our Quartier was a very unhappy person. It was actually rather sad.
My advice, for your own well-being: Unless there is egregious economic harm… Don’t be that guy.

The machine is in the common area and everyone is entitled to use it -including you. If you have so much concerns about few cents of extra electricity bill per month, then go and file a complaint with the Hausverwaltung and get that machine removed Or ask them to make it mandatory to fill the booklet/diary in the laundry room with the usage details.

but honestly electricity and water bills are so cheap in Switzerland that who would even nitpick like that. In contrast, many believe the washing facilities in the basement is a better solution: zero noise in your apartment, zero air contamination if you’re allergic

This. And add to that freedom from the constant noise. Some modern machines go for hours in a bid to be eco-friendly. If you have to conduct business, it’s not optimal.
