each company has different deals with different car importers. so you really need to ask this question in your company, they can also tell you what the correct process is and how much discount on which model.
With the chip shortage, discounts are not so easy to come by these days......far less new cars floating about, unsold.
It probably does but you need to check with Tesla to see what they have on offer. Every car seller will have a different list of eligible cars and discounts.
I was able to get a 29% discount on a Mini Cooper S a few years back but nothing on a VW California.
That frankly doesnt matter at all. Large companies have pre-agreed fleet discounts at certain main dealerships. Especially with Mercedes Benz and BMW can they be very significant. The whole point of those discounts is that the employees dont have to listen to the sales guy explaining why he cant give a discount right now...
I cant say for all companies, but a large bank I know well has Tesla not on their list. Looks like the majority go through the various AMAG and Emil Frey related businesses.
Tesla had in the past more of a problem to build enough cars than to sell them. So I would not expect them to jump at any opportunity to sell their cars for less...
Hertz didn't get a discount on 100,000 Teslas, so what do you think??

So what? Then you order your new car with the same fleet discount and wait for your delivery... I waited six months this year. Just because there are delays doesn’t mean that there are no cars made... or that sales processes change.
Looks like the OP will have to settle for a truck then.
