My boyfriend will live in basel but work in different canton. Which cantons should we apply? Basel? I read it is only available in Canton of Geneva and canton of Neuchâtel .

Not sure doesn’t exist is correct, more that most either don’t use the option or know nothing about it. It’s governed by Federal laws according to the Vaud link and final approval has to be given by FOM if the application is accepted by the canton so theoretically you should be able to apply for it in any canton.
