You can only be non-voluntarily recruited till the end of the year you turn 25.

If you are not enlisted you have to pay till the end of the year you turn 30.

If you are enlisted you have to pay till the end of the year you turn 34.

Coincidentally, ranks up to Sergeant get kicked out of the army at the end of the year they turn 34.

No I don't think it does - but seriously by the time he finishes the process he'll be too old. In retrospect though, I actually think the national service (or civil if he doesn't want to take part in anything military related) is a positive contribution to society

But he's in an important position in an enterprise, so I don't image him being able to do this. I read it's 360 days.

So it's not a specific amount of money he has to pay... He just has to pay 2% to a certain age. So some people will pay a lot (because of high salaries) and others nothing (because their spouse is the person who works the most - or something). Is this right?

He has been in contact with the authorities a lot lately for a permanent permit, so he doesn't want to "bother them" more regarding citizenship until he knows certain facts!

Wrong gender.

The facts come from the authorities normally and my experience is that they are happy to answer any question you may have.

So what does he want, a "permanent permit" or a passport?

He now has that permanent permit, and he thinks that he'll naturalize in a couple of years.
