Once you have the written agreement to increase the fence height, it may be worth considering extending the height of the existing fence rather than replacing it. The extendion could be horizontal wires or trellis panels for instance. This may be a better option as you are renting as it would not affect the existing fence and could be removed at a later date if necessary. It would also be a much cheaper option.
That's exactly what I would do in the OP's situation.
