For a non-EU you need to have permanent residency in a neighbouring country (which takes about 5 years to get), live in a border zone for at least 6 months plus meet the labour/market requirements.

Provided one meets all the conditions, do you apply for a job first and then the permit or the other way around. Asking as so many jobs are advertised as: "must be able to work in Switzerland".
Get the job first as far as I know. Not easy as a non-EU national even if you do qualify for a G permit; the employer still has to prove they can’t find a Swiss/EU national who could do the job.

Hm, re-reading the first link, maybe not. Employer may only need to meet the market/labour conditions.
