Europcar told me that I can't rent a van outside UK, just their cars with an additional cover (around 70£)
We tried many companies and online was impossible, but it was eventually with them we phoned them and paid an extra fee but at the time many people said no.
Um, maybe the person was wrong? We could do this no problem a year ago. Of course they could have changed this policy.
