I am very sorry to hear that. Just in case this would happen to us too I found out what the plan B could be, hope this helps:
Problem: there is no legal right to get the visa for marriage preparation.
Solution: there is a legal right to get married. Once you have the date of marriage arranged on the Standesamt they have to give you a visa for the marriage. (starting one week or so before that date I believe)
Getting married is a serious decision according to swiss law and noone can keep you from taking that step. Also as you wrote you could get a visit visa and just get married anyways, although immigration is going to tell you that you can't. Luckily for us this is not theyr call! (No law against, just a "Weisung", it's a human right to get married though.. )
I wouldn't advise going to immigration if avoidable, they're not going to be helpful in that matter. You can however object to their decision and ask for reevaluation. Written and posted via "Einschreiben" (signed post I believe). Some people reported to have had success with that, obviously they don't like the rate of formal complaints after people have asked for reevaluation..
Also somebody else could give a financial guarantee for you, for example his parents, siblings, friends with the necessary bank statements and so on.
Oh and if you have health insurance for that period valid in switzerland the amount necessary drops significantly.

thanks for posting the link, sadly getting information from the net has brought me nowhere. Maybe it's because this page cannot estimate the amount of racism, prejudice and fear in the according office. Also some of the information is outdated since laws and procedures regarding "Ausländer" change rapidly for the worse. Starting this year the Standesamt has all new procedures, making everything even more complicated I fear.

For sure there is someway for us to get married.
I ́m sure this is possible when you don ́t want to stay in Switzerland. The problem is that our marriage should take place in the end of July and I would like to stay in Switzerland till that so this is why I ́m fighting with the permits. Or well, I ́m doing what I have been told to do by the municipality.

so pleased to announce that today a letter would have arrived from the Migrationsamt, if I would have heard the post-woman despite the heavy construction going on.
Later on the post office I learned that somehow (quote: "die händ e chli es gnoosch em momänt" ) it had ended up on the other side of town.. I was in a hurry for an exam, so no time to complain and neither to go there anymore before. Or ask for second delivery. Anyway, judging from the price (111Fr, who made that number up anyway?) it cannot be a no. Haven't seen such an expensive no recently.

this is for everyone who needs a visa in Aargau for a stay longer than a few months of course. If one manages to get married on a tourist visa this is fine with the law also. Don't ask immigration about a visa extension for it though..

Here are some points about my best friend (Mahe) who is here also on a Business trip.
He really needs help and I cant do much for him...except write this for him.
He is so sorry that things are not looking as good as he would like..so I am writing on his behalf. If anyone can help me bring a smile back on his face...I would pray extra for them
1. He is on a Business visa and it will expire in about 10 days.
2. His flight out of Switzerland is booked for the 24th of Feb 2008 ... unfortunately he has to leave - his Business visa expires on March 1 2008.
3. He has the most wonderful girlfriend here. ..and he just can't leave her behind. He would rather stay here for another month atleast if he could
4. This lady is an Italian citizen. She has a C permit in Switzerland. She was born in Luzern and her mother is Swiss. Her dad is Italian.
5. Both are desperately in love and want to marry today But the laws are not so simple...are they ?
They both need advice on how to go about things.
They would prefer if he could stay here longer, arrange for any papers that are needed from here. Maybe I could go to India and arrange to send him papers that he needs ...and in the meanwhile they could live together and then get married.
Once married then they could travel together and life would be so much more happier for them...with no more visa regulations etc... what a wonderful thing

From what I've seen till now, I think the easiest way to deal with the situation is to get married abroad and get the marriage registered in Switzerland at the swiss consulate/embassy. This registration process takes 2-3 months. This at least is the procedure for a swissie marrying a black sheep.
Not sure if this works also for a greyish sheep (EU) marrying with a black sheep (non EU), we still have to ask directly to Zivilstandamt here and to the consulate in the far East.

to make it short: no chance to get married or even get a visa for preparation of marriage in that time frame.
He can however try to extend his visa, not for the purpose of marriage though. Unless you find a very good reason for him to stay longer other than getting married he has to go back.
For the preparation of marriage visa he has to go back anyway, some government policy..
For details about the visa ask your local commune, for the marriage the Zivilstandsamt.

were your documents verified personally by the appointed authorities of the swiss embassy...well..will depend upon which part of the country you are living now and which canton in CH you are applying...
Did anyone visit your place, school, passport office to verify your documents?
