Help with early C permit

Been a long lurker, need a bit advice how to proceed with this matter, i applied for early C Back in Octobre 2022 (Had student B for 5 years, Normal B (Non-EU) for 2 years on an unlimited contract when i applied), i got a positive response from the Canton after a month on November 2022 and that they sent my request to the SEM for approval, and since then, no new updates and i get the same automated response if i ask about it to the cantonal authorities.

Today i checked for the new OA-DFJP approved since 1st February2023

and if i understood correctly that for my case the cantonal authorities do not need any approval for anticipated C permit under art 34 al4 https://www.fedlex.admin.ch/eli/cc/2007/758/fr#art_34
Does it not apply to me because i applied before the new rules?
Do i contact the cantonal authorities and ask them about this ? or do i contact sem(if possible) to check on my application?

If any one can can give advice on how to proceed in the least rude/annoying way, it would be appreciated.

It says this type of early C permit request DOES need SEM approval, unless through appointment of university professor

You can contact them and ask if they need any documents and if not, when are they expecting to give an answer. I also studies 4 years, then 2 years B Permit (EU). C Permit was approved within 3-4 weeks (Bern).
