You could talk with your neighbour which has a balcony overlooking the entrance and maybe strike a deal with mounting a camera on his rented space --> don't know if this would be ok or not, but might be worth a try
Or --> a couple of fake cameras, the same way, viewable by anyone from outside, but "mounted" on spaces which overlook the entrance and is in the rented space and not common space.
Regarding the air tag / tracker --> probably the police will not be able to do anything legally.
You could go to the thief's location and solve the problem personally, but would really not advise this --> but you could leave him/her/it a letter saying " I know what you did last summer " / or as others suggested --> some smelly treats from the doggy dumpster

i would not propose nuking them from orbit.
i did a quick google search, but didn't find an example of a fatal booby trap for porch pirates. i was half-expecting somebody had already put a grenade in one...
