I had a similar incident with the hauswart getting upset that people were not wiping down the washing machines after use, or picking fluf out of the dryers. Eventually he put a chain around the door so that you could only get in the wash room by knocking on his door (he lived in the building too) and asking for the key. The first week wasn't too bad, but then he went away on holiday leaving it all locked up! Needless to say people were not impressed there either. I'm not really sure what happened, but it didn't last much longer after that.
In your case, I would invest in a paper shredder and ensure that nothing in your rubish can be traced back to you. Then just dump your bags at the door. Your hauswart can then have the hassel of putting your rubish in the bins and wheeling them out on the correct days.
So a Hauswart is a personal slave to tenants,only coz they are too busy/lazy or whatever to correctly clean the washing machines/dump the rubbish etc.
Actually in houses with shared laundry facilities it is mandatory to clean the washing machines/tumble driers after use. It should be stated in the Hausordung,and even if it ain't stated in the hausordung or rental contract its common courtesy to leave a shared facility in the same way you would like to find it.
If everybody would do that and not claim special rights ( as in am busy and working you are hausfrau so you do it ) then it would cause much much less problems in rental accomodations.
Where we live the containers are outside, why are yours in a room, sorry never heard of that . I would either leave your rubbish bags on the balcony, or like suggested outside of the room where the containers are.

As for the wash room often when i want to wash the last person did not clean the tumble dryer, or the washing machine piece where you put the powder and softner in and this really ****es me off because i have to clean them before i can start washing, then when i have finished clean them all over again, but no matter how mad it makes me i would never expect my landlady to clean it as she as enough to do taking care of 2 buildings at it is
The containers are in their own room so that they don't clutter up the landscape garden style of the commune area, great idea but if the room is locked then it's not very useful.
Our containers are also in a room inside the communal garage. It normally takes us well over a week to fill a bag. I recycle green waste and plastics, we don't throw out food scraps, and diapers are sealed, so the bin doesn't get that smelly. I have an outside bin in my garden that I use in summer while I wait to fill a bag.
Is it the same person who comes to look after the building? If so follow him home 1 time find out where he/she lives then leave your rubbish outside of his door
I've been following this discussion over the last couple of hours and it does seem to be somewhat of a problem. Louis says that the garbage disposal room is only accessible with a key, meaning that the "illegal" garbage has definately been dumped by people having such a key. The housemaster has imposed the rule of 2x per week between 7-8 a.m., meaning that if you leave the house earlier, you miss your chance.
Why not write to the Verwaltung and ask - no, DEMAND (you pay rent plus Nebenkosten covering garbage disposal etc.) - that, you fully understand the problem bla bla bla, but due to your professional time restrictions these hours are extended starting from say 5.30 or 6 a.m. to 8 or 9 a.m.
2 possibilities here - either the Hauswart will get pxssed off at having to be there that much earlier twice a week to enforce the ( his own ) rule, or the Verwaltung will realise that this situation is slightly Kafkaesk.
You're correct, it's not under dispute that the "illegal" dumping must be done by tenants having a key. The only slight excuse is the language barrier that exists for a number of tenants, as mentioned already, many are here only on a short stay basis and may not be aware of the rules etc - so far all of the notices from the landlord have been only in German (no French, no Italian and no English). The opening times are inconvenient but the major pain is the style of treatment. Hopefully common sense will prevail or possibly men from some mysterious agency will come and escort me off the premises for questioning over The Process.
I only just noticed the sign this morning, and was a bit shocked to read it too. Did you try the garage key in the container room door? I've not tried mine. I think we're going to end up with rubbish bags being left near all the entrances to the garage if they carry on with that daft rule. And then with all the cats around and magpies which are just as effective at ripping open the rubbish bags, things are going to look a bit messy around the place. I'm not impressed.
I did try the garage key, it doesn't fit. So far no-one has contacted e about the notice via email but a couple of people have given their verbal support. I hope the landlord will see sense because otherwise people are going to start leaving rubbish bags in front of the container rooms doors and that won't be pleasant for anyone as well as being a vermin risk. I will be sending a letter to the landlord on Monday. I'm pleased to hear that my note was still there this morning, I expected the housecare chaps to rip it down.
