Meaning of 'Steuerwert ZH (70%)' on real estate (abroad) value calculations?

As per title. Is this the way that calculations are done? What would be the percentage base for Basel Land?

To clarify, the construction has been finished but there is no flooring, plumbing fixtures nor any interior elements. Basel Land.

Der Eigenmietwert hängt in den meisten Kantonen vom Steuerwert der Immobilie ab. Daher sollten sämtliche rechtlichen Möglichkeiten genutzt werden, um den Steuerwert beziehungsweise den Eigenmietwert zu reduzieren. Beispielsweise existiert im Kanton Aargau eine rechtliche Option, 80% des Verkehrswertes der ausländischen Liegenschaft zu deklarieren. Der Eigenmietwert wird 3% des deklarierten Wertes betragen. It refers to legal means, per Canton, to reduce the value of the property in order to lower imputed rental value.

Is there a good reference source what that could be for Basel Land?

Also, in regards to my second question, in reference to construction phases of the building, when imputed rent is supposed to be calculated? If the building is constructed but interiors unfinished (just bare cement, bricks, cables and pipes), I am taking it - it does not qualify for imputed rent calculations, despite the fact, the ownership has already been transferred from a builder to a buyer?
