When you move here, you're not going out, and you'll become resident. Residents have limit that's not taxable for import. You as someone who is moving whole household have a 'discount'.
I think they don't care if you have one move trip with two suitcases.
However, you're still legally obliged to report it.
And most important - if you will have subsequent trips, you HAVE to do this full process in order to be on the safe side.
I was on the zoll/border DE-CH the other day to check how to do our move, and only difference between what doropfiz wrote is that officer told me that all vehicles have to be on that form, no matter when they'r imported, but concerning list of other stuff - they need list only for the stuff you're currently bringing in.
And then you'll get the number, which you'll then put on any subsequent forms for further trips.
And yes, summary of items is perfectly fine - 2x suitcases of clothes, a laptop.
