Rock up with the money, pick up the grey owners card as is, no need for you to go to any office with it, and the car is yours. 1000 to 1500chf should get a reliable runabout, and TCS recovery is good breakdown insurance.

Any resident with a permit can then insure and license the car, it doesn't have to be theirs. Once licensed anyone with a suitable driving licence can drive it subject to minimum age restrictions that might be on the policy.

As MikeDragos said, Volvo used to give massive incentives to diplomats, and with tax breaks diplomates get on cars, the car, if the spec was carefully chosen, could be sold on the market after a few years for more or less what it cost the diplomat.
