Friends of ours (one Scottish and one Swiss/Canadian) got married in Scotland about 5 years ago - they were not resident for 7 days prior to the wedding so I guess maybe it's different in Scotland compared to England?
Yes it is different in Scotland, residency is not required.
You can also marry immediately in England before a justice of the peace.
