Does that mean my permit may have been rejected or is this normal?
The bill attached below is broken-down to three reasons of payment and one of them is production of permit. Is this a good indicator that my permit is on its way?
Have been going through the renewal process for two months now and last week it said on the tracking website that it is terminated and will soon receive a letter. A week later I have only received the bill from the migration office but have not received the permit yet.
What is the exact French word you translated with terminated?
You have to pay the bill before they will issue the permit.
It says: Termine on top and below it says: Le traitement de votre demande est termine. Vous recevrez prochainement un courrier de notre part.
But on the previous years this has not been the case. I have always paid the bill afterwards or received both at the same time. This is a first for me in six years I have been doing this.
For the rest of us this is normal.

Is it a good sign that on my bill there is production fee? could this indicate that it may have been approved but just need to pay to receive it?
No one can answer you definitively, just wait - this is what we all do.
I don’t know for certain how it works in Geneva, but based on the words on the invoice they are charging you for issuing a new permit and capture of biometrics, so you should receive the permit (probably after you pay: in Vaud I used to pay the commune for the processing when applying for the permit and then paid for the physical issuance when getting it at the biometric centre).
I don’t see why they would charge you either of those fees in case it was rejected.
And the payment terms are 30 days from the date on the letter... but if you want to eliminate any doubt concerning if they are waiting for payment or not, go ahead and pay immediately.

It looks like your permit was renewed.
Btw: The permit card is not "the" permit. The card only shows that you have a permit. It's like a driving license. The driving license card shows that you have driving privileges.
