I am Non-EU. I have been married to my Swiss wife for about 7+ years. We got married in Switzerland.
We were living in a different country since our marriage. In 2020 my wife moved back to Switzerland and in 2022, I moved over. I received Permit B based on family reunification yearly renewal.
I am wondering, could I obtain a Permit C since I have been married to my wife for 7+ years ? or is it on the basis of holding a permit B for X years and being married for Y years that I can apply for a Permit C?

The C permit is based on having a B permit for 5 years, not the length of marriage.
You might be able to apply for citizenship already though, as 6 years marriage living outside of Switzerland entitles you to this (note, I’m not sure how that works if you then have moved to Switzerland).
Just a clarification, in terms of family reunification, the AIG does not say it's based on having a B permit for 5 years. It based on being in Switzerland/living together etc. and either being married to a Swiss national, or someone with a C permit for 5 years.
This is relevant for those on G or L permits, who can still get a C after 5 years of marriage to a Swiss national/C-permit holder - if for some case they were not able to be granted a B, or simply didn't have one- despite the fact that you have to right to a family B permit if you're married to a Swiss national/C permit holder.
Art. 42. Paragraph 3 fo the AIG:
3 Nach einem ordnungsgemässen und ununterbrochenen Aufenthalt von fünf Jahren haben die Ehegatten Anspruch auf Erteilung der Niederlassungsbewilligung, wenn die Integrationskriterien nach Artikel 58a erfüllt sind.61
