Any recommendation? I assume teeth problem is not covered by our basic health insurance?
Recently one of my teeth got broken and causing some pain. I normally see my family doctor first before. But to see a dentist here, do I still need to see my family doctor first to get some reference. I also saw some stories to go to Konstanz for some teeth problem.
There is no procedure, you just go to the dentist - that's it.

some places have emergency times during the weekends but they are more expensive (zahnarzt zentrum iirc)
No, but it could be covered under your accident insurance, depending on how it got broken.
