Proof of residence, Pillar 2 Pension fund cash disbursement

Hello guys,

I am trying my best to claim my Pillar 2 Pension fund, i was living in Basel, the pillar 2 pension fund of mine is handled by (BLPK), since I live outside Switzerland, I live in Hong Kong, I can ask for cash disbursement.

They need a Proof of residence outside Switzerland in order to proceed with my order. Did anyone know what would meet their requirements?

I tried bank statement, but they said this is not good enough.

Since I am currently looking for a job, i do not have a working contract.
They said they want a rental contract, but I live in my parents apartment, so i do not have to rent.

They also asked for a registration in local migration office or police department to obtain proof of registration, however such a system does not exist in my city or country, Hong Kong.

Here are some of the options i m considering, could anyone shed some light on the following options?

  1. Utility bill, electricity, gas, water bill? (Which i do not have yet)
  2. Is it possible to write a paper, stating that I live in where I said, and got it signed by Notary? (Which usually costs like 200-300 usd to get one)
I'd think that one quick and easy way would be to draw up a rental contract between yourself and your parents. You can put in any rental amount, even symbolic, to which you all agree. Then attach copies of your parents' ID, and their utility bills.

Also write a polite letter stating that the system, as known in Switzerland, of registering one's address with the authorities, is unknown in Hong Kong.

If there's a system for converting your driver's licence to a local Hong Kong one, get written proof from the licencing authorities that you've done that. Likewise if you have medical insurance, there, or any other insurance, such as private liability, theft, fire, etc. And the Hong Kong tax authorities.

If that doesn't work, try adding proof of all the other registrations you have already made at that (your parents') address, for whatever you can find: a professional board in your working field, a free library, a course at a community centre, a gym.

I was too honest, and I already told the pension Fund manager that i live in my parents apartment and hence there was no need to rent. Can I still do what you suggested?

Another way I'm considering is to change my parents utility accounts to be under my name, this would roughly take 2-4 weeks before I can get those documents.

By all means, yes, you and your parents can change your agreement. It is fine if they first allowed you to live in their home, for free, but that now that you've been there for a while, you feel that you can/should make a contribution. It's easy to set up a new rental contract reflecting the new situation.

I don't believe that utility bills have the same status (recognition) in Switzerland as they do in some other countries. They could be an added extra, but a rental contract is considered much more solid proof of residence. Also any official registrations (e.g. driver's licence) and to a much lesser extent any other registrations, such as recommended above.

She just told me that utility bills wont be accepted, only a place of residence notarized, what exactly is this document? Is this some self declaration letter written by me and I have to make a vow in front of a notary public?

By the way! They may also believe it if you don’t list your location as Basel on EF.

Hong Kong tax authority can issue proof of residence for tax reasons. Pillar 2 payout is also a tax matter and thus it should work.

Edit: Hongkong, you cannot reclaim the Swiss Tax for lump sum payments, only pension payments. Main land China you can also for lump sum payments, but must pay the relevant Chinese tax.

Thank you so much for your very useful input. I was not aware that one can apply for the refund of the withholding tax, can I apply for Gross lump sum (one-off) payout of the pension fund back to me? How do I know the amount of my amount of my Withholding tax deduction? how do I receive the proof of taxation? Can you show me where you found this document? I might be able to find more answers to my questions there

At which point in time i need to fill in this form? After I receive the money from swiss pension fund?

And who do i submit this form to? stamp of the foreign tax authority How do I get this for my case?
