This is in relation to know whether someone's B (Non-EU) is open or locked with his / her employer. The facts are as follows:
1. The person gets the B permit after two years' of serving in L permit.
2. He desires to apply for a contractual position via a recruitment agency.
3. As requested, the scanned copy of resident B permit is shared with the agency.
4. Can the agency find out whether the permit is locked or the candidate has to personally approach the labour office to get the information extracted?

What do you mean by contractual position via recruitment agency? Working as freelancer?
If that's the case it's pretty easy to tell. On the back of the permit under bemerkung/remarks there may or may not be printed Selbst. Erwerstätigkeit ist bewilligungsplichtig meaning self-employment is subject to authorization.
That only means work is allowed. A "tied" permit will also have the same note on it. But a tied permit will then also have a remark saying any change of position is subject to approval.
