Of course it can happen but it is far far less likely for it to be somebody outside the family circle ie close friends or family.
Switzerland is a bit more conservative but not above reproach. They’re not saints. This is a new era do you know what children are exposed to via social media? And you’re right “you don’t have to invent the problems that do not exist” that’s why I found it unsettling that daycare workers in Switzerland want to turn innocent child’s play into a masturbation session… Do you understand now? They’re trying to steal the innocence of children IMHO…

Thank you Tom…at least there are some here who can “see the forest for the trees.” Absolutely there will always be a segment of the population who will follow any order as long as “the experts” say it’s OK. I was shocked during the whole c0vid fiasco how people followed orders like sheep not questioning it’s nature or the illogicity of the requests. Unfortunately, for the children there are parents who would go along with whatever is ordered without questioning it. The majority here are brainwashed and have no idea the era we are living in today… 
Fortunately, you’re not one of them and are thus able to educate us

The point is OP is worried for something that doesn’t take place in the Kitas. They even mentioned they don’t have children in daycare so no firsthand experience with Kitas whatsoever but they read some articles…

Already the fact you qualify what toddlers do in the bath as “inappropriate touching” shows how it’s you who is making some innocent poke and giggle game between toddlers something sexual.
I have two kids of both genders close in age and have seen them be silly. And that is how I would refer to it. Not “inappropriate touching”

That was me who wrote that as I was attempting to explain my thoughts on child development. I think, however, we are on the same page in regards to toddler’s natural exploration of bodies.
