Hi everyone, I am big fan of the forum and now joining as a member to ask a question. I hope to contribute my own experiences in the future to help others too.
I am a non-EU National living in Basel. I got my first C permit (from B permit) at the beginning of this year. I received notice that I will be terminated by the end of December 2021. I have never been unemployed nor previously received RAV.
My partner lives outside of Lausanne. I was planning to move there next month to live together before I received my termination notice, and have a lot of questions now...
1. If I move to Vaud before end of year (as I am rightfully able to as a C permit holder), will I be eligible for RAV there in Jan 2022?
(Reading the forum, no one has asked this yet, although there are good threads on moving cantons while unemployed).
2. Is RAV based on your canton of previous employer that requires permission to switch cantons? I do not want to risk being ineligible for RAV and do not know whether to move now. On other hand, I want to be in Lausanne and plan to find future work there, in Geneva or possibly work remotely for a Swiss company.
3. Will RAV in Vaud treat my case or application differently as a new cantonal resident that applies shortly after moving?
4. When my C permit is up for renewal in 4+ years, will I need a French language certificate? I speak a little French (no certificate) and German (B2 certificate).
I don’t think moving will affect RAV in any way. You’ve done the work and are entitled to it.
As for the language certificate - that question remains to be answered as far as I know. That’s something you can check with the Lausanne migration office after you move though since if you do need one it’ll be French that’s required.
You won't need a French certificate for getting a new C permit card because a C permit is never "renewed". It's permanent, the only thing that gets renewed is the document certifying it. It can be revoked but never only due to not satisfying language requirements (I know, citation required but it's somewhere in the SEM AIG handbook, too lazy to go look now).
If you want to eventually go for citizenship in VD though, you'll need to present a French certificate at that point.

I hope the RAV will not be an issue.
I called the Migration office last week and moving to Vaud with C permit is fine. I need to deregister from Basel first before applying. As a Non-EU C permit holder, I am told it will be a less document heavy application.
My main concern is if I deregister and then do not get the C permit in Lausanne, but I assume I can re-register in Basel as a last resort.
Thanks for the French information, NichtsBesonders. I plan to eventually write the French test before applying for citizenship but will need to live in Vaud a few years to be eligible.
That shouldn’t be a problem unless you’ve broken one of the rules for getting a C permit revoked. As said, with a C you can choose to live anywhere in Switzerland you want to.
C-permit still can be revoked . it's only when you are citizen (and not even then!) ...ok - you must be citizen only of CH - then you can't be stripped of your rights to stay in CH.
I would double check that. Also if you do not speak French then you will have problems with RAV and every other official body in Lausanne. Is there a French speaker who can accompany you to meetings?
Also OP should speak some French for RAV as it could be considered voluntary unfit for work in case she moves to place where she can't get job due to the language issues .
Hi Dack Rambo and Hoover1. I did not think about French being a big issue for employment/RAV meetings but it is very good point. I am aiming to find work at a multinational company where English would be main working language and use French for my daily life in the city. My partner is French speaking but it will be unlikely he will accompany me to my RAV meetings. I will call RAV to discuss the French language issue. Thank you.
That is not true I'm afraid. A C permit has to be renewed every 5 years and can during this application process can certainly be revoked under certain circumstances. https://www.expatica.com/ch/moving/v...idence-161464/
I spoke with RAV in Basel and Chômage in Vaud. There is no problem moving cantons while receiving unemployment benefits. RAV Basel recommended I register in Basel immediately to have paper work and calculations done because the RAV amount would be the same across Switzerland. NAV Basel would then help with transfer to Chômage Vaud when I move.
