1) I invest with DEGIRO buying ETFs, do I have to declare the amount of my investments every year?
2) I read around that even if ETFs are accumulative in Switzerland you still have to pay dividends as if they were distributed, is that right? How do you calculate them?
3) Do I have to declare my Italian bank account somewhere?

If you have to (or chose to) do a tax return, yes. You declare the assets you own (including ETFs) and dividends you receive. Some people declare all trades which might make life simpler
That's correct. The simplest version is that your ETFs are in https://www.ictax.admin.ch/extern/en.html# system, then it will take care of it for you, otherwise it probably will require some work to do (I never had to do it manually).
There is no difference which country your bank/broker is located in, for Swiss taxes
Under certain conditions when you are paying taxes at source and you earn less than X you are allowed not to file a tax return, yes. Just the fact of having investments does not mean you automatically have to do it in that case. But keep in mind that there are also other conditions where a tax return becomes mandatory, for example when your total wealth goes above a certain limit - you should check the rules for your canton specifically
It is very doable to just do the taxes yourself in Switzerland. Otherwise, for a "simple case" you can get away with something as low as 100chf
