Yes, in fact, I was penalised for not applying for jobs whilst on unpaid 'vacation', and the advisory letter explained that - with today's IT capabilities - it is quite possible (and hence expected) that I should be able to continue my job-search and to make the prerequisite number of applications whilst abroad (on the unpaid 'vacation'). Ergo, if I had done so, then there would have been no problem, and no administrative sanction applicable. It was my error in not understanding that the job-search process must go on even while not claiming daily allowances whilst abroad.
The reason to go on unpaid 'vacation' is that you do not run down your allocated days of daily allowance; however, you should note that the clock on your 2 years (or whatever) insured period still counts down. The only way to stop that clock is to de-register .... and then you would be faced with another 'waiting period' (and any associated administrative sanctions) if/when you re-register.
If you de register, I don't believe the clock will reset. The claim form asks if you have been unemployed in the last 2 years.
