Could be. Question 16 is: If you moved with children, were they registered in a school in the country you named in Question 5 - yes/no/I did not move with children.
Still rather confusing on 14 and 15 though.
My guess is that is the week when they measure the temperature to see if it is low enough for the payment to be authorised so if you were not at home then you would not have needed to pay for extra fuel.
Having lived in UK until 1992 and having paid NI & taxes from '78 until '92 I think I am entitled to all that I can get from them. I am not yet retired but will bear these payments in mind, thanks!
