The licensing office hasn't answered my email yet..
I'm currently completing a house project in Schaffhausen and would like to buy a car which would reside at that address. My primary residence is in another canton (Wallis). Would the local licensing office issue plates for the car, even though that isn't my primary residence? I'm currently on a B permit, soon to be a C permit.
Probably not, license plate is at your permanent residence. But what is the issue? You can register in your current residence and still park it there.
Yes, no problem, the rule is at place of residence OR where it is normally kept.
Personally,I would just get transferable plates.

OP, buy the car and register it in Wallis. When you move to SH, then register the car in SH. If I'm not mistaken, you have a year to do this at least based on a colleague who had GR plates for about a year before switching to ZH.
Yes, maybe. Even more, based on the rules, the car must get SH plates if you park it in SH during 3 out of 4 weekends.
However, if you drive at least two weekends per month back to your main residence in VS, it must get VS plates.

I know many people who leave unplated cars here, and bring their ZH or SH plates with them when they come down.

Yeah, that would make sense.. But I don't have a 2nd car.. But good to know it can be there on local plates.. I don't want to take it all the way to Wallis for mfk/approval/etc to get it registered once I import it.. So saves me the 600km needless round trip..
Since I will take the train back and fourth between Wallis and Schaffhausen, the car will be always in Schaffhausen parked in the garage.. So looks to be that I get the SH plates then..
