This information is MISLEADING.
The velo vignette system has been DISCONTINUED as of 2012. The 2011 stickers are still valid until May of this year under the old system.
IT IS UNDERSTOOD THAT INDIVIDUALS WILL NOW GET 3RD PARTY COVER FOR RIDING A BIKE VIA THEIR PERSONAL LIABILITY INSURANCE.
You still need to be covered in case you are involved in an accident where you are liable. Do not ride a bike until you have this issue clarified with your insurance company.
These cases were "caused" by the bike rider.
So, you may not legally need to have a 3rd party insurance to ride a bike but why take the risk.
Who can be primary provider of this thing, health insurance companies? I am pretty sure they will not make a 5-franc insurance contract, instead offer "complex solution" for far more, with restrictions etc.
Despite your alarmist statements, I feel no more need for 3rd party liability cover when cycling than I do when walking along a street. Never had it in the UK (although it _may_ have been covered by household insurance), no idea if my French house insurance covers me (in France) but I don't even have any insurance in our Swiss home.
Please note: I'm not advocating that anyone else should share my views. Other folks can make up their own minds, but I've always been of the opinion that insurance is just a form of gambling, so I try to avoid it wherever I can.

The ONLY option (that I know of) to protect yourself if you are to ride a bike is to now have a 3rd party liability insurance since the velo vignette system no longer exists.
