We found it in our hedge. The cards expired 2011. But the hedge was renewed in 2017, so it's a fairly recent arrival.
Return them to the owner. No wash needed, turn them over as you found them.
For all you know, there might be some mystery that the owner will be happy to have solved.

I think, since we're currently living in a construction site, that one of the workers found the wallet, checked it for valuables and then shoved it into our hedge.
