Nobody has to carry a passport or ID in Germany, put all must posses either ID or Passport. § 3 AufenthG and § 1 PAuswG
I believe you are wrong - I base this on having lived in Germany, an Austrian colleague who now lives here but lived previously in Germany, and of course the super authoritative Wikipedia (following link is in German):

Wikipedia says the same. There is the need to posses/ besitzen, but no obligation to carry / tragen, mitführen. A very fine distinction which is source of a lot of confusion and discussions.
Safe for the time when you cross the border / Einreise, but that should be inherently clear and be true for nearly any country.
We just got our official insurance papers and were wondering if they should be kept on the bike, on us, or safely in a file. Thanks for the answers!
Since I've very recently gone through the process of buying a motorcycle, I'll post up something that was mentioned to me regarding the Fahrzuegausweiss (Vehicle grey card):
YOU SHOULD KEEP THIS CARD ON YOU, NOT ON THE BIKE!!!!
It was explained to me this way: say I left the Fahrzuegausweiss on the bike and Billy Bob walks over to the bike while I'm not looking and pulls out the Fahrzuegausweiss. He can cross off my name, write in his name, and then go to the local MFK and say "hey! I just bought this bike. Please put it in my name" And - poof! - you no longer own a motorcycle

Btw if you don't have the paper when asked by plod then it may end up with a 20chf fine, same for driving licence.
