And yes, an enquiry from your employer can work better than you making the enquiry yourself.
The people at the lower levels (who initially take the calls at migrationsamt) sometimes do not know much detail. In most cases, they will not pass you on to higher-ups since the higher-ups do not like speaking to each and everyone who calls. However, company HRs and like have a better chance of getting through and getting better answers from people who know the case in more detail.

There seems to be a distinction between a (non-EU) "ordinary" B-permit, and a "project-based" B-permit. Is there any way to determine which type of permit I have ?

I had similar experience as you mentioned in the last line, Since I am a non -EU with a B Residence Permit, as a result of my spouse's B- Work Permit, I was told by my recruiters that since I did not have a B work permit, they were not willing to consider my application, also I was applying for jobs with different Canton, different from where my B permit was issued.
I sent a mail to [[email protected]](mailto:[email protected]) seeking clarification and they confirmed that under the new law I was eligible to take up employment and there was no restriction. I used this mail as an attachment to my resume and it did work. I found a job and also it is in a different canton.
