but get tickets etc via the GSAs (lots of airlines have closed their offices long ago and delegated everything to GSA

I do NOT know whether Phoenix is an IATA agent, but I doubt it.

Could u stand outside with a notice board and have the bullet points listed or is there some odd swiss law preventing that ?

I know you are probably deeply annoyed by losing money but I think you are on dodgy ground not only naming and shaming but posting pictures of the person and his business premises on an open forum.

Use your anger to pursue the correct channels to get your money back. You write in an earlier post that the police mentioned that it was handled by another department. Get the details of this department and take it up with them.

The Swiss law is very weak on business. What the agent is doing is perfectly legal. He has allowed his company's assets to be sold cheaply to the new company, the first company is now bankrupt with all the debts. You have lost your money, you can register a claim at the Betreibungsamt, but you won't get much back.

In Wallis a company went bankrupt, owing the local garage for 2 new Mercedes cars: the old company had sold the 2 cars to the new company for a low price. Result was creditors left with no assets to seize.

ALWAYS pay for goods you have not received by credit card: you can then get your money back after 6 months.

I found this, maybe it is relevant... you can make a claim up to 12 months later.

Somewhere the obligation Laws (OR) state that money must be returned if the goods are not delivered after 6 months.

I'm not sure it is as bad as all that. Hiding/transferring assets out of company with the intention of disadvantaging other creditors in the case of insolvency is illegal and the beneficiaries of such fraudulent arrangements may have to compensate the remaining creditors. At least that's my interpretation of the following article . . .

At the insolvency hearing in Sion my friend asked the court official if giving the 2 cars to the second company was legal, and he replied "Unfortunately yes". The garage would have to prove intent to defraud!

Don't forget, both companies were owned by the same man, the debt was owed by the bankrupt company.
