Yup that's the norm, basically if you get a smile and a "longer than a glance" look it generally means they're approachable. I think the problem is people from other countries are used to a bit more obvious signs, so they tend to miss the Swiss signals or mistake them for disinterest. Then there's the 10 minutes it takes to break through the ice-wall that they raise as a test while they scrutinise you carefully. Once that's done then they're a great laugh and very open. After almost 2 years i'm gradually starting to get the hang of their (well, Zurichers at least) mentality, and have been chatting to some really cool people lately while out and about in Niederdorf (my favourite haunt at the moment).

I look mostly Latino or Italian, at least that's what I get the most. I'm 6' 3'' and all I have to say about Lugano is that they're f'ing xenophobic around here. Everytime I'm walking down the street and there's some old lady there too or even a guy, she/he crosses the street, wtf? Because I'm dark-skinned I'm supposed to be up to something? It's quite annoying really, oh well....
I guess it is also, because I dress like an American and so I look like "not from around here", since most people here wear Gucci, Armani,D&B, tight pants and all them metro-bs(like doing your eyebrows, etc). While I like to stick to my jeans, regular t-shirts and what not.
Anyway, if you wanna score around here, all I can say is start wearing Gucci, Armani, tight pants, etc. In other words, become a metro, that's what girls dig around here... at least most of them.
If you're looking for something casual, then you're best bet is to go out clubbing, Vanilla, Pascia', etc.
If you're looking for something more serious, unless a friend of yours introduces you then it's quite difficult.

And another attitude I find common among those not blinkered by bunny boiling thoughts is that they would rather be alone than keep bad company. Same here, I like being independent, the only person I would compromise on this for would be somebody pretty outstanding.

But yeah, I'm a student myself and this town isn't the best for young people or foreigners, not to mention Lugano is completly dead during the winter...
But other than that, I like it out here, I mean, the city's really nice and erm, yeah, etc, etc.
You should appreciate the fact that you are in Lugano and not Zurich.
At least the females in Lugano have a smile on their face, look sexy and dress in other colours other than black and grey as per Zurich.

though for our friend here, i would say that you should just man up introduce yourself and have a casual conversation with the ladies. i mean, swiss girls are the most open girls you could ever find in the world! <--at least that is my opinion.
