For some (short) periods of time like in the 80s it was forbidden in some cantons to install ACs in public buildings for example, in the past there were weird regulations but now aircon is more efficient and there are dual mode thermal pumps and all that so the situation is heterogenic I guess.
Anyway it's a good rule for a company to not go under 5 degrees from outside, it's a matter of environment, saving money and putting too much strain on the electricity network (which leads to more costs), better for health too I guess, unless they ask suit and tie everyday obviously.

How exactly does a nuclear or hydroelectric plant (95% of electricity in CH are quoted as coming from these two sources) become less environmentally friendly at peak output power vs. normal consumption rate?
True, but as you probably know we are abandoning nuclear energy (apparently), which is used to reload the dams which will have to rely only on natural water i guess, a lot will change anyway.
Also while there are peaks in switzerland I would guess there are peaks also in neighbouring countries that could buy the energy instead of using fossil fuels and at a higher price? (this is just an assumption but maybe we should look at this at a higher level).
I don't understand how it can be culturally acceptable to keep apartments, shops and offices at a sweltering 24 degrees throughout the winter, but completely unacceptable to keep the same places at a tolerably cool temperature during the summer.
Can anyone explain it to me?

NO!
As many have said...CH doesn't have many buildings with proper air con units. For example the brand new B dock at Zurich airport just use huge water sprayed intercooler unit's. .. any spotter will have seen them at the viewing area.
A bit off the topic. Do enjoy visiting the supermarkets during the very hot weather and have noticed more people around the refrigeration sections.

Thought y'all might enjoy these two articles about air conditioning. I for one would much rather freeze than roast. I would gladly keep the heat set lower in order to crank the A/C for warmer temps. For me an ideal place to live would be where a high temp would be 70 f.
