I was wondering, can a PhD who almost graduating (with a defense date in hand) applying for the looking for a job permit? Or it needs to wait until the defense with a grade?

Hi there,
I assume you would need a grade / document confirming your graduation. However, nothing stops you to search for a job before graduation, and in the interview just mention that you are graduating soon. In this case you won’t even need a job searching permit. Employer may directly apply for work permit, including your document confirming graduation.
This is only my assumption, please forummates correct me if I’m wrong. Good luck!
Once the list is finished, the faculty admin will produce a document that says "Mr/Mrs has completed all the requirements for degree" and this is the official graduation date. In theory, the permit expires the day you finish your studies but the date in the permit may give some grey zone time to find a job.
As Jalikhan mentioned, you may start looking for a job since yesterday. Anyway, the job seeking permit is only 6 months long, thus not that useful.
