I have a few that I like, but I've never seen them in "EU".
I'm looking into hitch mounted bicycle racks.

If for your VW California, then why not ask the dealer? Or is that solution too obvious?
What are you looking for? The law will tell you that your number plate needs to be visible, the blinkers, lights...
If you buy a bike rack in CH it will be legal... if its by mailorder from China or the US probably not as every part needs to have a certificate to be road legal... (Allgemeine Betriebserlaubnis in German)
