Binder/sealer for damaged paint

A while back we had a leak in the roof and now part of the ceiling paint sagged and peeled off. After scraping off the damaged paint I'm looking to re-paint. Does anyone know of a brand/product/search term to get a combined binder/sealer/primer product to prepare the surface and bind/seal the partly damaged paint?

What material is the surface under the paint?

cheaper and better than any paint I’ve come across in the usual diy shops. Has to be “Bad- und Küchenfarbe” though, the other Landi dispersion paints are less good, in my opinion.

not sure. i guess some kind of cement/plasterboard.

to clarify, i scrapped off only part of the paint, not all of it, so looking for something to bind/seal also the remaining paint so that it doesn't peel off.

Knuchel makes a universal insulating primer that sounds as if it might be useful for you. I think it's in their Blenda Tex line. Other companies have similar products.

You could also try asking one of the people who work at the paint counter in OBI. I've found them to often be very helpful with stuff like that. Maybe bring some photos on your phone to show them.
