As a side note, last time I failed my inspection due to my blinker not being "yellow enough" The plastic housing on my blinker is clear and the bulb itsself is yellow. When the inspector told me the bulb was not "yellow enough" I thought he was joking and smiled , but when he shot back a cold stare at me, I knew this bulb was no longer a laughing matter
I'm due to have the technical inspection done on my car soon, and I'm wondering, do I need the right season tires on my car to pass? ie: can I take my car to get inspected in December with summer tires? And if not, what are the official dates that winter/summer tires need to be swapped?
they will do an emergency stop with the vehicle. If it's cold and/or icy, it may not stop as effectively as you'd like (or might use localised furniture to assist).
there are no official dates but I'd say November - April inclusive are months where you'll get grief for any incident with summer rubber on.

My car failed the inspection as it wasn't clean enough.....apparently it was too dirty underneath for the inspector to do his job properly.
I also had a ski rack on the back - which apparently he didn't like either, despite it being December.

You should wear winter tires once the average temp goes lower +7 C. I already wearing winter tires. It's quite cold in mountains, and at morning it is -2 at the place I live.

I think you can't. I was passing my driving test in SAN in Lausanne, and it was in December. The guy asked if my machine has the winter tires and checked all small things with car (indicators working, stop lights working, etc).
That's what my garage said when I had my car in for the official inspection. As long as the wheels were original and the tires in good condition, didn't matter which type were on.
