The website is up to date and reflects the current law (It even specifically says so “dépôt des demandes dès le 1.1.2018”) No relevant changes are planned in this regard.
While a permit C is mandatory to apply for citizenship, the years on CdL count fully toward the 10 years of residency needed (Years on L do not). The change was, that in the past one could apply with a CdL (This is also what your source says).
Thanks for clarifying. So if I understand this correctly:
CdL -> C permit -> Swiss. Switching to C would most likely happen on retirement and if you had at least 10 years on CdL you'll be able to seek naturalisation without being on C permit for long, assuming you also meet integration etc requirements of course.
Not necessarily a CdL direct to C. Geneva OPCM has told non EUs, they start at L or B if they meet the requirements to stay after retirement, also depends on number of years. Then you need to do the language proficiency for the C also. Could be a long time if you have to go L>B>C, then Swiss, meeting all of the requirements in between. Essentially the years count, but after the CdL you need to go through the normal swiss process and no longer possible direct from CdL.
