I am from a non-EU country and now working for international organization in Geneva and holding a CDL. My son has been holding a CDL since age 11.
I heard from a friend that the Swiss government may not renew CDL for dependent children after they reached the age of 21 and finished school. I understand that the cutting off age should be 25 but there are cases of refusal.
Could you kindly share you experience of how likely a non-EU CDL holders can apply for Permit B after they finished school in Switzerland?
Same as any other non-EU national does it, find a Swiss employer willing to go through the hassle of applying for a permit for them. Just out of school that’s extremely unlikely to happen of course.

I would have a word with your (or your partner’s) human resources people. Or perhaps the counsellor at your child’s school. They certainly should know the answers to some of your questions.
Of course the control des habitants in Geneva would certainly know the rules, it just may be difficult to meet with them at the moment.
Not sure why your friend thinks they could refuse to renew the CDL if your son is still under 25. Far as I know it’s Federal law that that’s the cut off age and can’t be changed.
Also he may be able to get a Ci permit if he can find a job.
