Better to have them addressed to your neighbour, so if they do get pulled up by customs, you don't have to do the explaining...
I do a great line of adult directed crackers most christmases at home (you know alcohol and so forth rather than a cheesy plastic toy - the bad joke and hat are an essential though.)

was in UK a couple of weeks back and saw crackers on sale in M&S, with a little notice on the shelf to the effect of
"due to control of explosives and anti-terrorism legislation, Chrsitmas crackers can only be sold to persons over the age of 16"
I mean, come ON.....??!!
1. Remove the carboard end cap.
2. Take out the streamers.
3. Trim down the extra plastic.
4. Attach the string to one end of your home made cracker *
5. Attach another string to the other end and attach this string to the other end of the cracker.
6. Roll-up cracker.
7. Test one at least.
8. Repeat 1-6 until you have enough crackers.
* Put a hat (tissue paper), a joke and a gift in a cardboard tube (empty toilet roll size).
Using a sheet of crepe paper - roll up this toilet roll with two more, in-line with a light gap between them.
Scrunch up the bits between the toilet rolls by tieing a piece of string around the cracker and pulling tight (remove string afterwards.
Repeat for second scrunched-up bit.

Though I have heard of people who had their crackers confiscated by the duty officers at Zürich Airport.
I'm not sure if it was simply because they have to be declared.
You only need a license if you want to import them for retail purposes like we do.
FWIW...the whole thing is an absolute nightmare. They actually want 33 samples for 3 different tests.
- 11 will be disassembled by (rocket) scientists to see what's in there and if the mechanism is safe.
- 11 will be put into a shaking machine to ensure nothing falls out when you shake them.
- 11 will be stored for 28 days in a room heated to 50° celsius to ensure nothing melts or leaks.
All these 3 tests need to be repeated for each manufacturer and each size of crackers. You even need to get a separate number for each decoration (color/pattern) of crackers. If the color changes a year later we will have to reapply.
