Apartment cleaning prior to moving out is around 750 chf here (for a 4.5 room apt.), so yes, it does cost a lot of money. And unfortunately it is not always “perfectly” cleaned. (I would clean again before moving in anyway - well, wipe everything, mop the floors - a bit of light cleaning like that)
I think the idea is to make the house look presentable for the next tenants, but of course it is not so clean that you could eat off the floor… 
(btw this is what we paid last time when we moved out because they had to clean the terrace, windows plus blinds etc but prices may vary, so please don’t count on any estimation posted on this forum)
