We are both EU citizens, I have a B permit, my girlfriend applied to many jobs since last year when I accepted the job offer and we both moved to Switzerland. Unfortunately she has no offer yet and we are about a month away from the 1 year mark when I understand she has no chance of getting an extension on her L permit, as we've been told by the Gemeinde.
We plan on mailing the Gemeinde with proof of countless jobs she applied to and all the refusals and ask for a 3rd extension, which I understand has a little to no chance of being granted, even though we have registered together and I signed that I will support her financially and the salary allows for it.
After all this the Gemeinde told us that if she finds no job in this 1 year she has to go back to the home country, but with the current situation jobs are not as many as they used to be.
The only option we see, because she knows Italian very well, is that we move to Italy, and I convert my B permit to a G Permit. I've worked from home during this time and my employer seems to be in no rush of getting us back to the office this year.
1. Understand I have to show proof of staying for at least 6 months in Italy (or other EU states), do I then go to the Gemeinde and show this residence change and apply for this G Permit?
2. Do I need to de-register anything in Switzerland ? As I understand I have to keep my Health Insurance.
3. As I understand the Witholding Tax gets reduced to 5-6% as a G-Permit owner, if I spend less than 1 day a week in Switzerland, is that true?
4. How will I get the permit, will it be sent to Italy via post ?
5. Does my employer need to do anything about this or I just notify them of the address change and bank account change, after of course I agree this with my manager?
That might be an option for you. As an EU national you don’t have to live in a border zone for a minimum of 6 months; you just need to move and presumably inform the cantonal migration office.
However, another possibility would be to apply for a concubine permit for your gf if that’s an option in your canton. Not all issue that permit so you need to check, but if it is available then you’d need to agree to be financially responsible for her for 5 years.
It sounds similar, but OP says his girlfriend only has an L permit. That doesn't sound like a traditional concubine permit to me because otherwise she'd have a B. Maybe someone at the municipality messed up.
I was handed over by the Gemeinde a document stating something similar which I signed (months ago), where I stated I would be supporting her financially, but maybe there is a more specific way I can ask for such a document that I wasn't aware of. It's worth a try.

She's had the L permit since the first time we registered together (we are together on the same rental contract also to make sure).
I signed that document stating I would provide financial support, after the 6 months mark, a few months ago.
In the meantime she hasn't received a B permit which leads me to believe she's still on an L, and she's not going to get any more extensions.
I'm afraid I haven't kept a copy - it was something the gemeinde gave us when we went to enquire.
The document was in German, but the chap at the counter explained in English that this wasn't to be taken lightly, and that no matter what, even if we broke up, I would need to support her, pay for an apartment for her, etc...
I see, specifying the amount could be your canton's variation of this form.
I'll go to the Gemeinde and see what's going on, because I've already completed this form months ago, and nothing changed the situation, and we seem to be talking about a similar form.
Good idea. It sounds like you signed the form but didn't know to specifically request the concubine permit. Terrible name, but that's what it is called (Konkubinat, in German).
