Different interest on tax Verzugszins, Rückerstattungszins and Vergütungszins

I see on the notes to the tax that there are 3 different interest rates for tax: Verzugszins, Rückerstattungszins and Vergütungszins.

Now, I think the Verzugszins is what you pay when you have a shortfall or are late, but what is the difference between: Rückerstattungszins and Vergütungszins?

If you pay in advance: Vergütungszins (on the amount owed)
If you don’t pay in time: Verzugszins
If you paid to much: Rückerstattungszins
