Does anyone know a good reliable web-site to download TV shows (e.g. The Wire, The Sopranos, etc)?
Obviously a web-site that is all above board (i.e. I am not looking for free downloads).
I-Tunes doesn't seem to offer TV/Movie downloads outside of the US.

Regarding Itunes are you sure about that - I am able to use itunes to buy TV shows for instance just the other day I bought Season 5 of House on Itunes.

Use a US VPN to access stuff state side. Lots of stuff on
www.hulu.com
