I saw something similar a short while ago, but with focus on the Black Sea resources.
The central points made was that Putin welcomes a depopulated territory. Because that removes potential freedom fighters aka terrorists, and it simplifies exploiting the natural mineral resources.
Which could explain Russia's devastating warfare.
