Entry in Puerto Rico after 8th of November 2021

Hello I was planning to travel to Puerto Rico in November but given it is a US territory it is subject to the same entry regulations for USA, including a ban for EU (Shengen area) citizens.

I've read in the news that starting from November 8th 2021 the ban will be lifted and EU citizens can travel (by air) to USA given they can show evidence of an approved COVID vaccine and being tested negative prior to the flight at least 48hrs before.

Does anyone know if this ban will really be lifted by 8th of November and does it apply to Puerto Rico as well.

In theory it's all explained in the White House website (link below) but reading and understanding this stuff it's not my best skill.
